The Scepter is an object used to transmute the Blue Harvest moon's special light into Blue Pixie dust during the Autumn Revelry. The most important part of the scepter is the moonstone, which is responsible for the act of transmutation itself.
Each blue harvest moon year, a different talent guild is chosen to make a new scepter for the Autumn Revelry, and scepters from previous years are kept in the Hall of Scepters.[1]
